From Station F to the Élysée Palace

A Historic Day for Franco-Croatian Innovation

December 8, 2025
Paris, France
40+ Companies

On December 8, 2025, two entrepreneurs from Zagreb found themselves standing next to Emmanuel Macron in the gilded halls of the Élysée Palace. Hours earlier, they had been leading Croatian tech executives through Station F. And in between, a French minister had publicly praised their organization by name. For Quentin Lacointa and Guillaume Rabhi, founders of the French Tech Zagreb, this wasn't just a day—it was validation of everything they'd been building.

What They Discussed

European Strategic Autonomy

At IFRI, PM Plenković delivered a keynote on "Europe at a Crossroads," arguing that Europe must assume greater responsibility for its own security—not against the US, but for transatlantic stability. The 2021 Rafale deal and new Caesar howitzer contract represent Croatia's commitment to European defense industry partnerships.

Digital & Ecological Transition

Minister Forissier emphasized joint opportunities in smart cities and sustainable urban development. Both nations are exploring partnerships in climate adaptation technologies. Croatian tech companies like Infobip and Rimac represent the innovation capacity that France seeks to partner with.

Blue Economy

Both Mediterranean nations share interests in coastal preservation, water quality, and the pleasure boating sector. Minister Forissier specifically mentioned collaboration in what is now called "l'économie bleue"—the blue economy. Croatia's Adriatic coastline makes it a natural partner.

Croatia as Innovation Bridge

France increasingly sees Zagreb as a strategic gateway. "Croatia is a bridge between the Adriatic and South-East Europe," noted Forissier, explaining why companies like L'Oréal, Decathlon, and Servier use it as their regional hub. The Station F visit explored how innovation infrastructure can be developed.

Croatia's Transformation: The Numbers Behind the Story

€22,000+
GDP per capita (doubled from €11K in 2016)
3.8%
GDP growth in 2024
4.7%
Unemployment rate (historic low)
57%
Public debt (down from 86%)

Since joining the EU in 2013, Croatia has achieved 17 consecutive quarters of growth, joined the Eurozone and Schengen in 2023, and is now on track for OECD membership in 2026.

From Trade Partners to Strategic Allies

The relationship between France and Croatia has evolved significantly since President Macron's 2021 visit to Zagreb—the first by a French president since Croatian independence. That visit produced the original Strategic Partnership and the €999 million Rafale deal, Croatia's largest arms purchase ever. December 8th's agreements represent the next phase: deepening defense cooperation with Caesar howitzers and Rafale upgrades, while expanding economic ties through a new Action Plan for 2026-2028.

What makes this relationship distinctive is the breadth of engagement. At the MEDEF forum, 40 Croatian companies met French counterparts across energy, technology, food, defense, and logistics. Minister Forissier specifically praised the Rimac-Bugatti partnership as a model for Franco-Croatian industrial collaboration—R&D work on electric vehicles that "will have an impact on the entire industry." He also highlighted Croatian "pépites" (gems)—innovative companies ready to conquer new markets.

The Innovation Dimension

Beyond traditional industry, December 8th showcased the growing importance of tech collaboration. The Station F visit co-organized by HGK and French Tech Zagreb brought leaders from Infobip (Croatia's first unicorn), SPAN, Ericsson Nikola Tesla, HEP, and Nuqleus to the world's largest startup campus. The message was clear: French innovation infrastructure is open to Croatian partners.

Minister Forissier's public recognition of French Tech Zagreb—mentioned by name in his official speech alongside Infobip, Rimac, and ORQA—signals that government-level stakeholders see value in grassroots ecosystem bridges. "I want to salute the work of the French Innovation Club Croatia," he said, "which from Zagreb, in close connection with Croatian partners, brings together our two tech and innovative ecosystems."

A Tribute to Shared History

The evening's most poignant moment came when President Macron paid tribute to Jean-Michel Nicolier, a 25-year-old French volunteer who traveled alone to defend Croatia in 1991 and was killed at the Vukovar massacre. Croatia had just identified his remains in October 2025, and thousands attended his funeral the following month. Macron thanked Croatia for locating him; Plenković called Nicolier "a young man devoted to justice and freedom who came to defend Vukovar, the first European city surrounded and destroyed by bombs after 1945."

This shared memory—of sacrifice, of solidarity, of European values under fire—underlies the strategic partnership being built today. The defense agreements aren't just about hardware; they're about two nations that understand what European security means.

What December 8th Means for French Tech Zagreb

In 68 days, French Tech Zagreb went from an idea to government recognition. From an Embassy event in Zagreb to a state dinner at the Élysée. From connecting local communities to organizing delegations alongside official state visits.

This trajectory validates a simple thesis: when you build authentic bridges between ecosystems, doors open at every level. The Station F visit created direct connections to French innovation infrastructure. The ministerial recognition provides credibility that compounds. The Élysée dinner demonstrated that innovation and diplomacy aren't separate tracks—they're increasingly the same conversation.

For Croatian startups looking to expand into French markets, for French companies exploring Croatian talent, for anyone building at the intersection of these two ecosystems—December 8th proved that the infrastructure for collaboration is being built in real-time.

And we're just getting started.

From Zagreb to the Élysée Palace. On December 8th, I had the privilege of attending the Franco-Croatian state dinner hosted by President Macron during PM Plenković's official visit to France. But the day started earlier—at Station F, where @French Tech Zagreb organized a delegation visit for Croatian tech leaders to the world's largest startup campus. Then at the MEDEF business forum, Minister Nicolas Forissier publicly recognized French Tech Zagreb's work bridging our tech ecosystems. In just 68 days since launch, French Tech Zagreb went from an Embassy event in Zagreb to being mentioned by a French minister and attending a presidential dinner. This is what happens when you build bridges instead of walls. #FrenchTechZagreb #FranceCroatia #Innovation #Diplomacy
